Sarsoft is a web-based search planning program that comes with it's own maps server. It can be run entirely without an internet connection, although requires some foresight to setup a network and the server. The developer is extremely helpful in getting set up and will help you create custom maps for your area. This program is free to Search and Rescue teams.
